Catbert is the Evil Director of Human Resources at Dilbert's company. As a cat, he enjoys "playing" with his "prey" a.k.a. the employees. He comes up with sadistic and illogical policies to enforce on employees, often working with the Pointy-Haired Boss on this. He occasionally picks on the Boss as well, such as changing his job title to "Director of Learned Helplessness". When he makes an evil policy, he celebrates by purring ("Excuse me while I purr...") or doing the "evil dance". He has shown carelessness to employees,and openly insinuates that they have no job security, such as telling Alice "You'll do your job until we find a starving Elbonian to do it cheaper." Catbert has also tried but failed to execute Dilbert in the past.
